N.J. bill aims to ‘spark’ housing market

New Jersey legislation aimed at helping to jump-start the state’s housing market with the creation of a 2010 homebuyer tax credit program received final approval from lawmakers Thursday.

The measure now moves to Gov. Chris Christie for consideration.

“This bill is the spark we need to ensure New Jersey’s housing market regains its strength, helping drive our economy forward,” Paul Moriarty, D-Gloucester/Camden, one of the sponsor’s of the legislation, said. “This program can keep the positive momentum in our real estate market going strong.”

The measure (Assembly Bill 1678) would provide refundable tax credits of up to $15,000 or 5 percent, whichever is less, on purchases of new and previously owned homes made within a year of the bill’s enactment. Eligible homebuyers would be able to take the credit against the gross income tax. The total credits available under the program would be $100 million, with $75 million allocated for purchases of newly constructed houses and $25 million for previously occupied home.

The measure was approved by a vote of 38-0 in the Senate on Thursday and 67-8-2 in the Assembly on May 20. Assemblymen Lou Greenwald, D-Camden; Vincent Prieto and Ruben J. Ramos Jr. , both D-Hudson; and Albert Coutinho, D-Essex; were also sponsors of the legislation.

Many homeowners feel that the first step in planning a construction project is getting multiple estimates from as many contractors as they can. For simple remodeling, such as siding or roofing, that may be the best course of action.

However, today's homeowners have many options and decisions to make before an accurate and true cost can be determined. Modular Homes, Inc. has developed a Design/Build approach which is the best way to determine what your design will cost BEFORE you begin any construction. There is no other way to accurately predict the true construction price.

The Design/Build approach consists of these six steps:

The homeowners and the MHI Design Team will meet to discuss your wants and needs for your construction project.
An approximate budget will need to be addressed in order to move forward with the design process.
An estimate will then be reviewed against the clients' budget, if approved we would then enter into a Preliminary Design Agreement, where for a small investment from the customer, the project will be designed to that budget. The size of your initial investment varies based on the size of the project and the amount of work necessary to best meet the homeowner's needs.
A detailed visualization package will be created for the homeowner. This can consist of drawings, floor-plans, computer renderings and kitchen and bath plans if necessary. This will enable the homeowner to know if the end result will give them what they have envisioned.
Once the preliminary plans are approved by the homeowner, a detailed cost analysis is generated for those plans to be constructed.
When the designs and total projected costs are to the client's liking, any initial investments already made will be credited toward the project. This way, the extra step of designing to your needs first, does not cost anything extra!

After you have selected and customized your home with your chosen options, you then need to select an Installation Plan. There are essential steps to complete your MHI modular home in addition to building the home in our factory. We have three different plans to choose from. With each plan, you can determine how involved you would like us to be with these steps. For instance, you may want to have us build the foundations on your site or you may choose to use a local contractor. The plans offer flexibility to suit your needs.

Basic Installation Plan (Buy Direct)

For this package, you are responsible for everything except the manufacturing of your house (that’s our job!). You perform the site feasibility research, obtain site permits from a local jurisdiction, and undertake all site construction. Once your site is prepared, we deliver the modules to your location, then set and secure them together. This is a good choice if you are a contractor or developer or are already working with either. This is also the most cost effective plan because we are minimally involved.

Site Work Installation Plan

For this package, you are responsible for site construction only. We perform the site feasibility research and obtain site permits. Meanwhile, you clear the area, build the foundation, and deliver all utilities. Once your site is prepared, we deliver the modules to your location, then set and secure them. This is a good choice if you would like us involved in the initial research, or you can have a local contractor you are familiar with to undertake all site construction.

Deluxe Installation Plan (Turn Key)

Smoke, Fire and Your Home

Over the past several years, my household has tested and re-tested the smoke alarms in our home. Having experienced 3 fires in my home over the past 2 years, I am keenly aware of the performance of my smoke detectors and became concerned after the most recent fire because of the slow response. While prevention is preferred, timely notification is key to keeping you family safe in the event of a fire.

According the US Fire Administration (http://www.usfa.dhs.gov/), smoke detectors typically have a useful life of about 10 years. All should be equipped with a back-up battery which will either last for the useful life, Lithium-Ion, or should be replaced annually, standard 9-volt. It is recommended that you test each alarm in your home once a month. In some applications, if all are hard-wired together, you simply test one and all will sound simultaneously.

If you are like me and realize the age of your detectors is reaching the end of their useful life, the time to shop for new detectors is now. My home is just short of 10 years old. Chances are, if you home is older than 10 years, you are likely due for new detectors as well. Looking online or at your local hardware store you will find a plethora of options ranging in price from $4 to over $100. Here are a few recommendations:

- Buy at least one Smoke/CO combo detectors – This is especially important if you have an attached garage or gas appliances (furnace or water heater). CO detectors should be places as close to the potential source, or point of entry, as possible.

- Use a combination of Ion and Photoelectric sensors to protect your home. Ion sensors detect open flames faster and Photoelectric detect smoldering flames faster.

- Place a detector in each bedroom and in the hall outside the bedroom. Also, placing detectors on each floor of the home is important to fire safety.

- For homes with hearing-impaired individuals, a strobe light pack can be added to interconnected units.

- Heat detectors can be used in areas where a smoke detector is impractical.

Whether the fire is due to a wiring issue, a candle, or toast left too long in the oven, keeping your home protected is key to surviving a house fire. Check smoke detectors monthly, replace batteries annually and exchange the entire unit every 10 years to keep your home safe.
